Hello,I'd like to prevent users from creating rules to forward mail to an external e-mail account. Is there a setting to prevent this? Or would you have to disable forwarding altogether?

For Exchange 2007, you can configure the similar setting in Remote Domains in Organization Configuration: EMC-> Organization Configuration->Hub Transport->Remote Domains->Format of original message sent as attachment to journal report tab-> allow automatic forward By default, the option is disabled.
