Try this free tool from CodeTwo instead, very easy and works great.

Hi Yasser,

Please use the Set-UserPhoto cmdlet to configure the user photos feature that allows users to associate a picture with their account. User photos are stored in Active Directory and appear in on-premises and cloud-based client applications, such as Microsoft Office Outlook Web App, Microsoft Office Lync, and Microsoft SharePoint. For example:

Set-UserPhoto "Paul Cannon" -PictureData ([System.IO.File]::ReadAllBytes("C:\Users\Administrator\Desktop\PaulCannon.jpg"))

For more information about it, please refer to:

Hi ,

In addition to all the above suggestions , just try to change the photo via owa and check the results.

On the previous post you have said still not showing.

After the photo is set for the user ,Please tell us on where you are trying to see the user photo ? I mean it can be outlook ,owa or Lync.

Yasser, even if you don't like the free tool I linked to add the photos, you could at least use the tool to verify in real time that the photos are going in via the shell commands. CodeTwo is a reputable company, I've used some of their other not free tools like the Exchange Migration tool as well, this isn't just some dodgy little unknown company which created a tool brittled with adware or anything.

The tool connects directly to AD in real time, whereas Sharepoint, Lync and Outlook generally have delays in showing the photos due to schedule syncronizations and refreshing of lists etc.
