Phantom Recipient Policy changing the primary SMTP address.
I have found numerous articles and discussions on how the RUS works and what it looks at in order to accomplish what is sees in the policies to maintain addressing in Exchange. Here are the details of the situation we are seeing. On Friday a Mailbox Management policy was put in place to manage conference rooms. This policy was query based for the display name and set to remove all items older than 7 days from all folders EXCEPT for the Calendar which was set for 30 days. the policy was verified and was working as intended. In the background Exchange 2003 begins to process what I can only term as a Phantom Recipient Policy and beings to change the primary SMTP address of accounts from XX@domain.com to XX@domain.local if the attributes are present. This starts with a single address and grows by 1 every 15-30minutes. When we noticed the issue we reapplied the policy to stamp the addresses with XX@domain.com and all the effected accounts save 6 changed back with no issue. No additional addresses have seen this change. However when we tried to use the default policy to do this it said another policy is in conflict with it. So a secondary policy that was in place due to a migration was used and gave the "fix"Our current standing issue is that these 6 accounts when you change the primary SMTP address on the account in 2min or less it changes back to the XX@domain.local address. Inside ADSIEdit looking at the policies it does not display any additional policies nor does it show anything denoting XX@domain.local in them. They are ordered belowLowest - Default1 - SMTP = XX@domain.com2 - Mail Manage = delete > 30 day from deleted items3 - Conference manage = delete all > 7 and >30 from calendarIs there any other place that the RUS would draw the XX@domain.local change from? Checking the proxyGateway attribute shows the XX@domain.com for the policies. Any assistance would be amazingly helpful.

As an update this issue has not returned however it is still attaching itself to the same 6 accounts. Again any assistance you can provide would be welcome.
