Hi Hugo,

Thank you for your question.

By error information, you dont have enough permission to open EMC:

  1. Add user to Exchange Organization Administrator:

Open Active Directory User and Computer>navigate Microsoft Exchange Security Group>right Exchange Organization Administrator and choose properties>click Member and add user account

  2. We could add the following command in PS:

    Add-RoleGroupMember "Recipient Management" -Member Administrator

    Add-RoleGroupMember "Server Management" -Member Administrator

If we get error when we run the command, we could refer to the following link to learn about RBAC which was introduced on Exchange 2010:

     https://technet.microsoft.com/en-us/library/dd298183(v=exchg.141).aspx

Solution for the case:

Policy creator owner group were then added the missing.

After this we run the following cmdlets
Add-PSSnapin * Setup
Install-CannedRBACRoleAssignments -InvocationMode Install
Install-CannedRBACRoles
Install-CannedRBACRoleAssignmentsRAP

After an off and on Exchange features were working properly.

I already documented the solution on this post: http://www.msexchangecollab.com/exchange-server/exchange-server-2010/admin-monitor-performance-exchange-server-2010/exchange-2010-management-console-doesnt-show-all-options/

Seems like Search engine didn't show up this post when you searched!

Glad that the issue is resolved!
