Permission error when attempting to use an OFT template to send multiple PDF attachments to a group.

We have a user that has set up templates that create a message with specific recipients and message content.  The user then attaches PDF documents to the email before sending out.  The template loads with no issues and she is able to attach the PDF files, but when she tries to send the message she receives the following error:
"You do not have sufficient permission to perform this operation on this object.  See the folder contact or your system administrator."

I am not sure what folder contact it is referring to.  I have checked permissions on all files and templates involved and the user has full access to everything.  

Any idea what the issue is?

This is on a Windows 7 Pro computer with Office 2013 Pro Plus.

Hi,

Please let the user start Outlook as Administrator(right click on the Outlook shortcut then select "Run as Administrator"), check if the issue persists.

To narrow down the issue, please also let me know:

1. If the user doesn't use the template, sends the PDF attachments to the same recipients, does the issue occur?

2. If the user sends other types of attachments, such as a Word document, with the template and to the same recipients, does the issue occur?

3. If the user sends the message with the PDF files in the template to other recipients, does the issue occur?
