Hi,

Does this occur to your incoming emails? The issue may occur if your incoming emails was composed with improper or undefined font encoding definition, first let's check encoding below:

Open the message in Outlook 2013, click "MESSAGE" tab -> "Move" group -> Actions -> Other Actions -> Encoding. Let me know which has been selected here. You may consider to select Chinese to check if it displays well.

Secondly, as mentioned you are using Windows 10, it should be a new install. Please let me know what type the email account is in Outlook and whether it uses an old .pst file from the previous install. The issue may occur if the account uses an old ANSI format .pst file from a previous Outlook version, while in Outlook 2013, UNICODE format is the new .pst file format used and mainly for international character support.

By the way, I also want to take a look at the characters in the Subject. To protect your privacy, please send a snapshot of the subject to our email address below, also attach the URL of this thread in the message for easy tracking:

I'm looking forward to hearing from you soon.
