Outlook desktop app changes order of server-based inbox rules after start

for last couple of months we are trying to solve a problem with server-based rules.

There was task in the beginning: User want's to apply different inbox rules (mainly including "Mark as read" rules) on server, because user is accessing the inbox through Outlook web app, mobile devices (own app with exchange synchronization) and Outlook desktop app.

We are using Exchange server, Outlook web app 2010 and Microsoft Office 2010 or 2013.

My experience (and main problem) is, that I created inbox rules in OWA (because I wanted to process them emadiately after recieving). When I open Outlook desktop app, I can see only those rules, which have no "Mark as read" action. After opening Outlook desktop app, order of inbox rules on server (seeing in OWA) comes messed up and behaves strange during reordering them (in OWA). Order of rules is very important, because one rule marks some emails of a group as read and rule after that moves whole group of mail in different folder. Reordering makes messages moving to other folder and not marking some of them as read.

My thought is, that Outlook desktop app downloads and can see only filters without "Mark as read" action. After reopening Outlook desktop app it uploads (synchro) rules and its order to the server. Server applies the order of this subgroup of rules (only those which are visible on desktop) and that mess up the order of all rules on server, because rest of the rules stay with old order (some rules maybe have same "order number").

In the beginning, I was using Office 2013 (and Outlook 2013 of course), so I thought it's incompatibility, so I downgraded to Outlook 2010 - no efect. Than I tried to move all rules to Outlook desktop app, but then the rules were processing only if the desktop client was opened and connected (so if my computer was shuted down and I went to inbox through OWA, the messages were not filtred).

I cannot find any fix or mentioning of this around forums. I would like to know, if there is any exchange setting, possibility to stop Outlook desktop app to upload (synchro) the rules order, etc.
