Outlook Safe List Only does not filter

Greetings:

I am trying out Office 365 Pro on a newly built drive.  I have disabled McAfee Anti-spam in favor of how I use Outlook 2013 Junk mail. 

In Outlook 2007, I have been filtering everything not on the white list.  (Periodically I delete the white list items and start over.)  If I see something in the junk folder I want to open,  I check the header in options and open it first in the Junk mail folder (everything is disabled).  If everything looks good, I then manually move it to the inbox for viewing.

Now, in 365 junk mail options I have safe Lists Only selected.  However, numerous emails that are not on the safe list, go directly to the Inbox and not to the junk folder.

What is the problem?

I do have two custom rules established.  One sounds a wave file and changes the row font to red.  The other just deletes everything based on the from address.

Junk runs before Rules, so it's not the rules doing it.  What type of email account are you using? 

Is the sender or recipient of the messages that aren't filtered in your Safe list? Are you trusting the address book too? If so, are those addresses in contacts?

Boy am I brain dead.  I never saw your reply.  I am doing some Outlook housekeeping and remembered this problem.  It is still there.  I am using pop3 accounts (multiple).  I have deleted the entire safe list and I do not trust my Contacts list.  In theory, everything should be diverted to the junk email folder.  However, everything now goes to the inbox.

Each account is set to Safe list only?  (Each has it's own Junk mail options.)  Open a message from each account and use the Junk > Junk Email Options command from the open message to verify the settings.

Got it.  That could be the issue.  I will give it a try and let you know how it works.

Worked!!!  A bit of a pain when you have 7 accounts but import/export whitelist took the edge off.
