Outlook Rule - When SENDINGas another Address

I'm trying to find a way to create a rule that triggers when a user SENDS a message from another address. Here's what we need to accomplish:

Two users are members of a distribution group.  Both have rights to Send As that distribution group.  When User A does a "send as" with that from address, we need a copy to go to User B, and vice versa.

So, message comes in to GroupName@xyz.com.  Message is delivered to UserA@xyz.com and UserB@xyz.com   UserA replies, setting the "From" address as GroupName@xyz.com.  We need to make sure a copy of that email gets delivered to UserB as well.

It's a distribution group, so the "send through a specified account" doesn't apply. I thought of assigning mail that comes IN to that group to a category, and then checking for the category on the Send side, but it doesn't appear that category assignment is preserved on the sent message.

Any ideas?

There's probably not a good way to achive what you want besides UserA always BCC UserB when sending as the group and vice versa. The other option you have is to create a shared mailbox then you have a lot more options when it comes to the sending of items as well as the mail is stored centrally.

1. From the Distribution group( GroupName@xyz.com.) please add the send as permission to same group ( GroupName@xyz.com).  In this scenario who are members of the group will get send as permission to that group members. 

2.When user A sends and replies, you need to keep the To or CC or BCC field the distribution group it will deliver to recipients who are all members of the distribution group, even user A also will receive one copy of message.

We can achieve this request using exchange transport rule like as below.

Apply this rule if sender is "distribution group" do the following BCC the follwoing to "same distribution group".

Here Distribution group is who are members of user's having send as permission. In this case When sending a mail using send as permission, transport rule will apply and BCC the mail to same distribution group. In this scenario who sent an mail, he also receive one copy of mail due to member of the distribution group.
