Outlook Not sending emails in HTML Format

Hello there,

I work at a Help Desk and am having issues with a user's templates in Outlook 2010. When the user is composing an email with pre-loaded templates they appear HTML format in the body of the message. However after when the message is received by somebody else it is displayed in Plain Text. This user is using the same template as about 30 other users and is the only one having this issue, I've searched all over Google for an answers and TechNet and have found nothing of use yet. I have verified the Outlook is configured to send HTML messages, the templates are in the right place, I've re-installed the templates 3 times and I have verified the templates themselves are not broken, What is it I am over-looking any thoughts or comments would be greatly appreciated!

What format does it show if we check the sent email in Sent Items folder?

Does this issue happen to all recipients or certain ones? If this issue only happen to certain recipients, we may ask the recipients to check if they have enabled the "Read all standard mail in plain text" option under File > Options > Trust Center > Trust Center Settings > Email Security > Read as Plain Text heading.

In addition, we may also check the email properties for these recipients to see if the Internet Format is set correctly. To do this, please follow the steps below:

1. Open the recipient's contact by double clicking it in Contact Folder.

2. Hover over the email address of the contact, click the menu button from the pop-up address card. Select Outlook Properties.

3. Check if the "Internet Format" option is set to "Send Plain Text Only". If so, change it to "Let Outlook decide the best sending format".
