Outlook Mail Item Move
Sorry for the late response. It looks like upgrading Outlook 2007 to SP3 has resolved the issue.

Have a intermittent issue that is affecting several of our users. The problem involves a users inbox not refreshing when deleting\moving a mail item. When the user tries to delete or move a item the inbox does reflect the change. If the user refreshes the
mailbox the item is moved or deleted.
During this time if we watch the users Outlook Web Access account, the items are moved immediately. So, the issue is pointing toward the OST file. Has anyone came across this issue?

Does it still happen if you delete the .ost and let Outlook recreate it?
How about if Outlook is in online mode? Still happen?

It does still happen if the OST is deleted... Have not tried running in Online Mode, since this is a laptop user.

Is this only user having a problem?
I would try online mode and test. Also have the user try from another workstation.

It's not the only user having the problem. I know of at least 4 users in the environment having this issue.

If its easily reproducible, I would have one of these users logon to a workstation of someone who isnt having the problem.
It could a NIC/Driver issue, but it would be a good start if you find that using another workstation the problem doesnt follow the user.

Is there particular logging that I could enable on the Outlook client?

You can enable Outlook logging under Advanced Options in Outlook but it may not give you anything that would help you ( but it might help a Microsoft Engineer of you opened a case)
What you are seeing sounds like the classic UDP issue.
You can also check local firewalls on the workstation and maybe even mess with the RPC polling interval.
