Outlook Dumping One Contact's Messages Into Junk Folder

Outlook moves all emails from one particular contact to my Junk folder.  I have tried absolutely everything I can think/read/learn to stop this from happening, but nothing has worked.  Worse, even when I move his emails back to my Inbox, Outlook momentarily moves them BACK to the Junk folder.

Here's what I've tried:

1.  This contact is internal to my exchange account (i.e. they share the same @domain that I have), so Outlook wont let me mark him as a Never Block sender.

2. This contact's domain name (which is the same as mine) is already a Never Block domain.

3.  When I mark his messages as Not Junk, his emails go to the Inbox, but seconds or minutes later Outlook moves it back to Junk, automatically.

4.  The Junk Folder Settings already specify No Filters, which means that in theory only Blocked Senders should go to Junk and NOTHING else.  (But thats not what happens I do get stuff automatically dumped into Junk, including this contact's emails.)

5.  Both this contact's email address AND his whole domain are both on my Safe Senders list.

6.  The Junk E-Mail Options are also set to "Trust e-mail from my Contacts," and he is one of my Contacts.

7.  The Junk Email Options are also set to "Automatically add people I e-mail to the Safe Senders List," and I email him all the time.

8.  He is on my "Safe Recipients" list, and has been there for months now, with no effect.

9.  He is NOT on my Blocked Senders list, and never has been.

10.  I am not blocking ANY top-level domains or emails sent in any particular language.

Why on earth is this one contact's emails then getting moved to the Junk folder, every single time?  I send emails to and receive emails from this contact almost every single day.  *Something* I've listed above should have worked.  And yet Outlook just doesn't want his emails in my Inbox -- it wants them in my Junk folder.

please add outlook version number, and check rules in outlook and test from owa with closed outlook.

Hi,

Please try the following points to narrow down the issue:

1. Please close Outlook and only use OWA to send and receive the test message to check whether the issue persists.

2. If the issue also occurs in OWA, please check whether there is any transport rule in Server side.

3. If the issue doesnt happen in OWA, please start Outlook in safe mode to have a try.

4. Change a computer to set up this account to narrow down whether the issue is caused by any third-party mail program in the local machine.

5. Disable any anti-spam or mail scanning program in local machine.

The message could have been moved by server-level filtering as well.

What is shown in the Information Bar for the message? It should indicate how it ended up in the Junk E-mail folder.
