At work we use Outlook for planning meetings, and booking rooms, etc.

We have around 20 rooms available for booking.

When I upgraded from Outlook 2010 to Outlook 2013, I faced a problem that I can't create a meeting by doubleclicking in the room. I get a mesasge: "You don't have permission to create an entry in this folder...."

I get this error in any view (Day, Work Week, Week, Month), except Schedule View, where I can doubleclick and Untitled - Meeting windows will open with selected Room in locations and To field.

Why in the world is there such a restriction, that I can create meetings only from Schedule View?

I remember this issue for Outlook 2010 itself, even if you have permissions - still you notice the issue. Primarily this issue occurs because the cache for Outlook is not emptied when you switch accounts in the same profile. Because the account that does not have permissions tried to access the folder, this account has ownership of the folder until you restart Outlook.

To work around this issue, exit Outlook and restart it. So that it will clear the internal cache that is used by Outlook for public folder access. After you restart Outlook, make sure that the account that has the appropriate permissions is the first to try to access the folder.

Thanks for the answer, but it did not help.

I did not have this issue in Outlook 2010, and I tried the same at my collegue's computers. Everyone who has Outlook 2010 can easily create meetings in any View, while those who have Outlook 2013 - only in Schedule View. 

I have only 1 account in Outlook, and restart does not help unfortunately.

I'm getting the same problem.

If you open the calendar and reapply the permissions, it seems to work until you restart Outlook, then you get the same "You don't have permissions" error message. Works completely fine in Outlook 2010 though.

How about any solution?

I have the exact same issue here (Outlook 2O13 with Exchange server 2010, AFAIK). How can we fix this stupid restriction?

What the users are trying to do is incorrect practice. Resources needs to be invited .

In Outlook 2013 Direct booking is deprecated feature and would not behave same as Outlook 2010.

You need to create resource mailbox or convert the existing resource mailboxes as Exchange 2010 resource mailboxes and users need to invite the resource mailbox and an email confirmation would come to users with regards to booking

Please remember this is not BUG and what users at your end are trying to do is Legacy method which was used for Exchange 2000 and Exchange 2003.

The reason for deprecation is that old Legacy method requires Public Folders and also pulls information from Public folders only irrespective of Autodiscover on Exchange.

I don't understand why Exchange 2013 allows one behavior in Schedule view, but not in other views--this is creating confusion for our users.

We have rooms configured for in-policy booking where we want users to invite them as resources. That restriction works as long as they do not use Schedule view.

However, when they switch to Schedule view, Exchange DOES allow them to direct book on the room calendar. I expect that users should receive a "You do not have permission..." error like they do when trying to create a meeting from the other views.

I did open a ticket for this, but is there any way to prevent that behavior?

Ok I understand this. But before in outlook 2010 vhen you double klick on the calendar it gives you the inviting email. Which is totally the same as the one you create with new meeting. So what is the difference ? Also i noticed that last version of outlook 2013 15.0.4711.1000 "solves" the schedule view "bug".

Ie then you have like 40 callendars for different rooms etc. its quite user unfriendly to make appointment. You have to search trough the callendar to find out, when its free. Than you make new meeting with this callendar which you find in address book and enter the correct time and date. Then you send mail and get reply. Why it is incorrect practice to double click in calendar in right time and date so you get the inviting mail prepared ?? This is something I cant understand...
