Outlook 2013 completely ignores my junk email settings

Background:

  • Running Outlook 2013 on Windows 8.1 Pro
  • Connected to Exchange 2010 running on Server 2012 R2
  • Have Junk Email protection set to "low"
  • Have cached mode enabled

Problem:

I cannot get Outlook to believe me when I say that an email is NOT junk and that senders are safe.  I'm in an important ongoing conversation with two parties and their mail KEEPS going to junk email no matter how many times I specify that their messages are not junk or how many times I add them to the safe senders list via the junk email dialogue.  Ditto for everyone else in the list with an occasional exception.  I even have forumsup@Microsoft.com in the list, and I can guarantee that notification of any response to this message will wind up in junk email, also.   What is the secret to making safe senders work that I'm missing?

Add those emails under Safe Recipient as well. In outlook Junk email option, select No automatic Filtering or select Low

Both were already in safe recipients.  The setting was already "low," and I changed it to that while troubleshooting.  It was originally on "no automatic filtering."

As predicted, the notification went to junk mail.

Could you please advise to client send a test email without any attachment, signature and if possible remove disclaimer from client .

Email has to be some content, but no picture...

Does this issue happen if we exit Outlook and test using OWA?

Does the Infobar of the message contain this message? -- "This message was marked as spam using the Outlook Junk E-mail filter. If not, it means the messages were marked as junk by other methods, such as a spam filter. You can refer to the following article to get detailed information:

In addition, please open one of the messages from Junk folder and click File tab > Properties. Check if the Spam Confidence Level (SCL) value is -1.

Confirmed -- an email that goes to junk mail in Outlook 2013 does not go to junk mail in OWA.

Outlook 2013 InfoBar no longer gives any spam info.

The only spam blocker on-premises (in Symantec Mail Security for Microsoft Exchange) is disabled, and always has been.

I could not find that exact setting in the header of a mail sent to junk email.  So I'm sending you the entire header for the forum notification (forumsup@Microsoft.com is in my safe senders list) to see if it contains any useful information.

Correction on that earlier OWA assertion:  A mail that seemingly did bypass spam on OWA eventually DID get moved to Junk mail.

I've run OffCAT, and everything is right-up-to-date.  (There was a junk email update for Outlook 2010, but I didn't install it.)

Status quo.  Outlook still completely ignores my safe senders list.  My junk email folder pretty much IS my inbox for important emails from my colleagues.  Isn't anybody at Microsoft curious as to how this can be happening?
