I am using Sophos Endpoint and Outlook 2013, doesnt detect it.  I trying to run a mail merge which is generate by mapi application.  If PAS is disabled it works, how do I disable this on a Windows 2008 R2 Server.

By "Programming Access Security", do you mean the Programmatic Access Security under File > Options > Trust Center > Trust Center Settings > Programmatic Access?

Do you mean the Programmatic Access Security settings are greyed out and you cannot changed it? These settings are only enabled if the current user is an administrator on the computer. Please try to run Outlook as Administrator and then check if you can change the Programmatic Access Security option on Windows 2008 R2 Server.
