Outlook 2013 Error During Exchange 2013 Deployment

I am in the process of migrating off Exchange 2010 and onto 2013. I've noticed an issue with our Outlook 2013 clients and am having trouble finding information on the error.

When I try to open outlook for a user whose mailbox has been migrated to the 2013 mailbox server, I get the following error: "Cannot start Microsoft Outlook.  Cannot open the Outlook window.  The set of folders cannot be opened.  The attempt to log on to Microsoft Exchange has failed."

If I go into mail settings, I see the user account is correctly configured to point to the FQDN of the Exchange 2013 CAS, so autodiscover appears to be working as intended.

If I then click the repair link, and re-enter the user's name and email address, it succeeds.  I then go into Outlook and immediately receive two messages:

1. "The Microsoft Exchange Administrator has made a change that requires you to quit and restart outlook."

2. The same error as above: "Cannot start Microsoft Outlook.  Cannot open the Outlook window.  The set of folders cannot be opened.  The attempt to log on to Microsoft Exchange has failed."

And outlook quits.

Finally, if I open it again, it works.

I need this to work correctly the first time if possible.  I would greatly appreciate some assistance with this.

This did not resolve my issue.

Since running a repair seems to correct the problem, it is indicative of a client-side configuration problem to me...
