Take a look at the So how does this 'Deferred Delivery' thing work? article which explains the difference between these properties. The mechanism (how it works) depends on the provider's implementation.
Also make sure that you have all the latest updates and service packs installed for Outlook 2010 and 2013. Do you use the cached mode in both cases?- Edited by Eugene Astafiev Wednesday, June 24, 2015 12:26 PM

I am using CEM in both the case. Consider this case initially my rule says delay 10 min than I change it to 5 min. The second case when my initial rule says 5 min and later 10 min. In both the case my mail goes after 10 min. I see this as outlook 2013 bug.
I have gone through the article you mentioned. it says
in PR_DEFERRED_DELIVERY_TIME context
"From the end-users perspective, the message immediately disappears from their mailbox and they cannot modify it if something occurs to them later. This is somewhat moot, as the past several versions of Outlook do not use this feature."
This is not true. The message is still seen in outbox and we can double click and edit the message (even though it is in transport queue). And outlook 2013 (and even 2010) still uses this property.

I think you indicated that you are using exchange in cached mode. When discussing deferred delivery, the discussion at to delay sending a message suggests using online mode to connect to the exchange server.
It's worth a try.
