Outlook 2013 / Exchange 2013 - Public Folders Not Visable or Accessable In Outlook Client

I have a user who recently ran a windows update. Afterwards he opened Outlook and the public folder option is gone completely as well as access to the address book within the public folder. Anyone else can log in to his machine and has public folder access. He has exchange permissions to access the public folder and had access until the update ran. He can see shared calendars.

Is it a local issue with his profile or an exchange issue? His ost file? Auto Discover? (These are all possible options I have found through forums but no solution). Please help.

Are there any other users in the user's organization who also encounter the problem?

Does the user have access to the public folder from OWA? If the issue exists in OWA, it's more likely a server side issue. I'd recommend you post a new question in the Exchange forum for further assistance:

If you can see public folders from OWA but not from Outlook, we can try creating a new mail profile in the Control Panel and reconfigure your account in the new profile to see the result. There is no need to delete the old profile in case this method doesn't work. For your convenience:
