Outlook 2013 - long attachment names not truncating - instead just crashing Outlook

We have recently begun the upgrade from Office 2010 to Office 2013 in our organisation.

Since updating, we are having an issue with long file attachment names in Outlook 2013. This was not previously the case in 2010.

In 2010, if I try to open an attachment, it downloads to the temp outlook secure folder (c:\users\username\appdata\local\microsoft\windows\temporary internet files\content.outlook\random) and then launches this in the appropriate application window. If the filenames is too long (and makes the total path over 260 chars) it automatically truncates the file name in the temp folder and the file opens.

In 2013, if I try to open an attachment with a filename that is too long - Outlook just flat out crashes. Just a simple Outlook has stopped working screen. It is no longer trying to truncate the filename, it just tries to create it - realises it can't - and crashes. If I make sure the attachment name combined with the temp folder path name is under 260 chars, it opens just perfectly.

However - if I launch Outlook in safe mode (outlook.exe /safe) then the filename truncates automatically and it launches successfully. If I then disable all addons and launch Outlook in normal mode again, the crash returns.

Can anyone shed any light on this? Or what else happens in safe mode other than disabling addins that could be causing this?

Finally, I also have two machines on my network (out of about 30 I have tested) that don't crash when trying to open the long attachments - they just give a message saying 'Cannot create file: 'filenamehere' Right -click the folder you want to create the file in, and then click Properties on the shortcut menu to check your permissions for the folder'. I've checked and they are running the same versions (Outlook 2013 15.0.4737.1000 MSO 15.0.4737.1001 - 32bit) and hotfixes of the other installs that are seeing crashes. Again, if the filename is shorter, it works perfectly.
