If we send an attachment from your phone, do you mean it shows the paperclip icon in Outlook or in your phone?
If we go to the Sent Items folder and view the emails, are the attachments visible in the emails?
Please also have a look at the following thread, our MSFT has explained a similar issue. Please check if it applies:
