Make sure that Outlook is fully patched
Verify that the data file exists and you have enough permissions at folder level or you're doing this at UAC enabled. So you need to ensure Read only attribute is not applied on the .PST file
a. Right click on the File > Properties > Attributes > uncheck Read-only option
b. Apply the settings
c. If the issue still persists, remove Outlook.dat and Outlook.srs file from the following location:
C:\Users\<username>\AppData\Roaming\microsoft\Outlook

I'm running in to the same issue, and it affects me on both 2010 and 2013. It's not a permission error with a particular PST file, as I can't even get to the point where I'm selecting a file. I get the 'You don't have appropriate permission to perform this operation" error as soon as I click on the Open an Outlook Data File button, not when I select a particular PST.
Wiping the user profile / mail profile does not fix the issue.
Were you ever able to resolve it?
I have the same problem as CTDHelpdesk and have been unable to find an answer anywhere. Immediately after choosing "Open Outlook Data File" Outlook 2013 (Win7) moves to the Outlook Today view and issues the popup "You don't have appropriate permission to perform this operation". NB this is before any file selection dialog appears, so it could not relate to any particular data file or location, as none has been selected.
I have previously opened these data files in this version of Outlook 2013, and I can't think of anything that might have changed. In fact, inconveniently, while trying to fix this problem I closed two open PST files that I use frequently and now can't reopen them because of this error.
I've tried step (c) above. (a) and (b) don't apply because I can't even select a PST file. I've also tried "Run as Administrator".
I changed the key value "HKEY_CURRENT_USER > Software > Microsoft > Windows > CurrentVersion > Explorer > User Shell Folders > Personal" to my C drive and the problem went away.
(I've had to substantially edit this post to remove anything that looks link-like to be able to be allowed to post it)

This link sorted the update issue for me immediately but do not reboot until both uninstalled and follow exactly

to clarify go to Inmotionhosting (dot) com and search for Outlook 2013
Forgot to say > disable auto download as it will keep trying to reinstall patch's, then hide when it comes up again in update..

I finally worked out how to fix it: Search the registry for all occurrences of the key "PSTDisableGrow" and change the values to zero.

This was my issue also. My personal drive was missing and this key pointed to a path that didn't exist.

I am using Outlook 2010 and I was able to add the PST (Open Data File) without any problem. But, I used to get this error any time I try to move mails to the PST from the Exchange Mailbox.
