It seems to be related to your account settings.

We suggest you contact your ISP to get the account settings for Outlook, such as the outgoing/incoming mail server and port. Make sure you are using the correct information in Account Settings.

You can tell me what type of account do you have in Outlook, Exchange, IMAP or POP3, and who is your ISP. I may find the account settings you need.

If you have configured the account settings correctly but the issue persists, we may need to disable anti-virus program then check the result.
