Outlook 2010 will not connect to Mediacom server when not home

I have Outlook 2010 and I'm using Mediacom as my ISP. If I'm home and using a mediacom modem I have no problems with connecting and using Outlook. But when I'm away I cannot connect to the Mediacom server. I used to use a POP3 account but Mediacom second level told me to use IMAP account. Once again I'm away and again I cannot connect to their server and Outlook does not work. Supposedly I should get another call from their second level support but it took 6 weeks the last time.

I can sign on to Mediacom's web mail and I can get email via web mail but I can't use Outlook. The message says I cannot connect to their server. DAH!!!

Their first level said that it is an Outlook problem. They have no clue. But, maybe their is an issue with Outlook.

This problem started about 2 months ago when I believe they made some changes to their server as I was told by their 2nd level support.

With IMAP Outlook tries to "sync" the folders in Outlook with the folders on Mediacom's web email. The sync fails when I log into Outlook thus I do not get a chance to send emails. I can see my contacts when I click on the contacts tab but I've not tried to send emails using my contacts. When I click on the mail tab I essentially have a blank screen with nothing on the top of the screen other that the file tab. There is also a message across the middle of the screen saying that "cannot display folder. Cannot connect to server" and the error message when displayed says
"Task 'Synchronizing subscribed folders for Frank's Laptop.' reported error (0x800CCC0E) : 'Outlook cannot synchronize subscribed folders for Frank's Laptop. Error: Cannot connect to the server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'"

I did call Mediacom's support and they said it was an Outlook problem which I doubt.

Given that this occurs exclusively (as per understanding of original post) when you are connecting to your account "outside" of the Mediacom network (but works when connected to their network via their cable modem) - logic dictates that this is a "settings" issue of some kind. If it was a problem with a profile (or anything similar) - logic would further dictate that Outlook would "never" connect.
