Outlook 2010 not receiving or sending

I am running Windows 7 (64 bit) on two computers with Outlook 2010 as my e-mail program.  Computer #1 is being used for all internet functions, including e-mail.  Computer #2 is attached to the internet and can be used for e-mail as well.  Computer #1 email functions stopped two days ago with the following Error Notice 'Task 'gc.keed1@bigpond.com - Receiving' reported error (0x8004210A): 'The operation timed out waiting for a response from the receiving (POP) server. If you continue to receive this message, contact your server administrator or ISP. I can receive e-mails on Computer #2 with no problem.  I have installed a number of other e-mail programs and received e-mails without any problem, but as soon as I import the Outlook 2010 data etc into the new e-mail program, I get the same problem.  I even purchased an Outlook 2013 licence and installed it, but it also did not work.  My thought is, the problem is lying in Outlook 2010.  I have tried to repair the problem through the settings, but still no joy.  I would appreciate any advice and assistance to try and fix this problem.

It seems that the error is related to Outlook data file. Have your tried using the Inbox Repair tool to scan and repair the PST file? If not, please have a try and then check if this issue exists. See:

https://support.microsoft.com/en-us/kb/272227

In addition, the described error message is also likely caused by virus scanner integration. If you have any antivirus scanner installed, please try disabling the integration in Outlook and then test the issue again. You'll need to contact the support of the antivirus scanner on how to do it.

If above doesn't fix the issue, please also have a look at the following KB article and follow the instructions to troubleshoot the issue:

Please let me know the result.
