Hi,

Does this issue happen to all users?

Please first press Ctrl + 6 to switch to Folders view and check the SyncIssues folder to see of we can find any clue.

In addition, do you have mail scanner installed in your environment? It may cause some sync issues in Outlook. We can try temporarily disable the scanner and then check if this issue will happen again.

If above doesn't fix the issue, we can try the following steps in one problematic client to see the result:

1. Logon your email account through Web-based Access.

2. Create a new subfolder under Inbox and move all of messages in inbox to the new one. (Perform the same steps if you have other folder)

3. Move the messages back to the original Inbox folder.

4. On the client site, please create a new Outlook profile and resetup your mail account:

5. Sync your account again to check if the issue still persists.

Please let me know the result.
