I have a user that is trying to block the whose e-mail address is in the following format Display Name <user@domain.com> From my testing it appears that Outlook is not able filter these types of address formats. When you add a user in that format, it strips the Display Name and angled brackets and only addes the smtp address and those e-mails continue to not be filtered to the Junk Mail Folder.
