it works fine online also on the windows phone but as soon as I go on office 2013 I run into all kind of problems tries to resart tries to fix the problem several times and then shuts it down and says needs debugging don't no what to do

Would you please clarify the exact issues you met when running OneNote 2013? If you got any error messages, please provide the exact error message text to us so that we can understand the issue more clearly.

In addition, we can try starting OneNote with /safeboot switch and then click the Delete Notebook Cache and Delete Settings button to troubleshoot the issue. To do this, press Windows key + R to open the Run command, type onenote /safeboot and press Enter.
