You can still access them because there is a local reference. However you may not be able to synchronize with the share. So every edit you make will not be synchronized.

As you only mentioned "OneDrive", I need to know whether it is Microsoft Account-based OneDrive(for personal), or OneDrive for Business, please also detail what account it is, this will let me know what scope the question is within.

This is OneDrive for Business account, as the users were no longer works for us, we disabled his account. but external business partners still able access his shared files, so we have to check what files already shared with external parties. is it normal?

But the users shared many files, I think we might delete all files, otherwise we can't contorl what files shared.
