In OABs, you have two options for their distribution. You can do public folder distribution or you can do web-based distribution. In order to do public folder distribution, you need to have a public folder database. The public folder database is the "infrastructure." http://technet.microsoft.com/en-us/library/bb124351(EXCHG.80).aspx If you do web-based distribution, you need to have that infrastructure in place: OAB virtual directory and ssl.
