Offline Address Books - Outlook 2013 clients can't force update

Hi all,

I'm experiencing a problem whereby forcing an update of the address book (through Send/Recieve tab > Send/Receive Groups > Download Address Book...) with "Download changes since last Send/Receive" unchecked causes the send/receive dialog to hang.

It gets to the stage "Copying offline address book template file." before getting stuck. Cancelling this, of course, triggers "Send/receive errors" to show in the status bar.

I have tried disabling Cached mode and this works; users can also see a the address book changes immediately on OWA, so I'm not sure what could be causing this... 

Server: Exchange 2013
Client: Outlook 2013

Does anyone have any suggestions?

I left the update process running and it timed out with the error:


Task 'mailbox@organisation.org' reported error (0x80190194) : 'The operation failed.'

Thanks for this; I will post an update.

I ran an Update-OfflineAddressBook and now clients sync, however, it still takes around 10 minutes to complete (which is ridiculous considering we have <500 contacts in the address book!)

What's the server load look like?  Is it super busy?  Is there anything in the Windows logs?
