for VL, both Office2010 and Office2013 are compatible with TS/RDS, and both are licensable for that (since Office uses a device-based license. O365 is licensed differently)

I have always known that VL works with TS/RDS. VL is not the question.
The question is does the new Office 2013 Pro Plus/Office 365 version work on Terminal Services or Citrix? In the past (Office 2010), it did NOT because of the licensing issues. Can I subscribe to Office 365 and install it on my Citrix/Terminal Server environment for all my users that use their system via thin client desktops? IE: No PC!

as per the second link I gave above, VL editions of Office are deployable and supported on RDS.
Because RDS deployments require that the MSI package be used (rather than the app-v/CTR package), local admin rights are required to perform the installation.
If you are using VDI or XenDesktop, to publish a complete desktop (rather than just a session), you have some different technical options.
Office 365 cannot be installed in TS/RDS environment.
