Installing O365 on Windows Server, will probably require the "Shared Computer Activation" feature - this feature is only available in Office365ProPlus, which comes with only two plans in my region (it may be different in your region) -
- Plan = Office365ProPlus
- Plan = Office365 Enterprise Plan E3
