I have Office 365 (Office 2013) on my Windows 8.1 device.  I am trying to install EPM Add-In (EPMEXCLCLNT18-0) for SAP Business Objects and am receiving the error that Visual Basic Applications for 2013 is not found.  What do I need to do to get this on my device for this install to work???

It means you are missing Microsoft Visual Basic for Application 2013 on your computer. Try to do a online repair of you Office 365 installation and see if this will fix the issue:

If issue persists after above step, as a workaround, you can find a traditional Office installer and only install the Visual Basic for Applications component:
