Dear Sir,

I have a customer with Office 365 Small Business Premium. They also have a terminal server, and wouldlike to dploy Office on that server.

Using this procedure fail, he can not continue when activating  his office 365 small business premium.

 Does that only work if you have a Office 365 E-plan, and not the small Business Premium plan?

Unfortunately Office C2R is not supported on TS/RDS:

Important:
Installing Click-to-Run for Office 365 products on to a Remote Desktop Session Host server is not supported. You can install Office products for Office 365 to a virtual desktop, but the virtual desktop must be assigned to a single user.

If the solution scenario is TS/RDS, only a Volume License installation version of Office2013 (MSI) is suitable.
Microsoft grant the permission to use Office2013, if you have O365 E-plans etc.
