Office 2013 installation with 10 language packs fails with 1601

We are planning to install Office 2013 Std with SP1 in our enterprise. Since different users have different language requirements, we decided to create a package which would contain about 10 languages French (fr), Czech(cs), German(de), Arabic(ar), Hebrew(he), Italian(it), Polish(pl), Greek(el), Russian(ru), Turkey(tr) to cater a region.

Steps done to create the package:
1. Copied the core Office 2013 with SP1 installable in a folder.
2. Copied the files/folders from the language packs in the same folder. (No files replaced).
3. Opened OCT using /admin and then selected create new msp with Standard as the product.
4. Imported an already created msp to have the customizations.
5. Saved the msp. (could see increase in size)

Later the installation was tried on 32bit and 64bit machine. The installation was successful on 32bit machine however it failed on 64bit machine with 1601 error and could see 100 odd msiexec processes running. The language packs were tested standalone as well and all are installing correctly.

The issues are only seen on 64bit machine and if the languages are reduced to 7 from 10 it seems to install correctly.

Can any one advise on the issue?
