Office 2013 Activation and RFM mode
I have read from this webpage, https://support.microsoft.com/en-us/kb/293151, about Office program start running RFM mode if I skip activation for 50 times after installation.  However, this document is for previous version of Office.  The question is Does it still apply to Office 2013 Standard VL license?  Thanks for your help in advance.

I haven't found the statement for Office 2013 so far.

Anyway, may I know more about your concern? We suggest our users activate the products to avoid any risk of piracy. Running in Reduced Functionality Mode is a sign that you should activate the software.

Hi,
The end-customer is from Government Agency and they released the Terms of Reference or TOR to public so that Microsoft partner will be able to submit the proposal. As stated in the TOR, the person who has not activated Office 2013 yet, will not be able to use Office 2013 program. They are now in the process of checking and verifying both hardware and software of this project from awarded partner. So, they want to proof that un-activated Office cant be used.  However, we dont have such document or evidence to support this matter for Office 2013 but previous version.
