Office 2010, VBA Help font problem

I have Office 2010, on Windows 8.1 x64. I'm working on automating Office using VBA and frequently need to consult Excel/Word/Powerpoint Object Model reference, Forms and other VBA topics. However, the help file fonts are too small, and "change font size" button on toolbar has no effect:

User help file does not have this problem, it looks nice and also "change font size" button really changes the font size:

How do I fix the issue with developer's Help file? make it look like the User's Help?

I'm aware of chm files for 2013, and No, that's not an answer.

Online Help access for official help viewer of 2010 has been disabled for a year, and I don't want that either. This is a licensed paid product and I expect to use its features offline, as advertised.

The page I sent a shot of is particularly awful: It made no sense till I figured out what should be on one paragraph is chopped onto multiple lines. Formatting is clearly broken. "Change font size" does not work. I don't know how this passes most basic quality control in an enterprise like Microsoft. I tried to see if something on my side is wrong: apparently an exe named CLVIEW.EXE is displaying this content from some .HXS, .HXC, .HXT files all of which is proprietary with no clue about inner workings. So, how to fix this?
