i have an Android 5.x phone where i'm not able to configure my email on it. the sames steps i am following works with Android 4.x hence it led me to believe 5.x is not yet supported?

Exchange 2013 CU4 is very old. You should upgrade to Exchange 2013 CU9 as soon as possible, then try again. There are no problems with support of Android version on the latest updates.
You are only supported on Exchange 2013 on the current or previous Cumulative Update.
Update and then try again.

i've been meaning to apply those patches but when i read the readme notes, none of what is listed applies or will benefit us. in short, CU4 is fine for us.
must we apply CU9? are those cumulative updates or do i start with CU5, CU6, up to CU9?

Patching is NOT optional in the current security environment, unless your server is not exposed to the internet - which is not the case if you are using ActiveSync.
To remain support and to have the security updates you need to remain current. If you were to call Microsoft support they wouldn't help you until you have updated the server.
Cumulative Updates are the complete product - you do not have to install them in order.
You can download a CU9 and build a new server from it.
