Hi, Did you restart the server after you had installed Exchange 2013? I have seen the same error and restarting solved it for me. Guess its a good reason why a restart is mentioned in Install Exchange 2013 Using the Setup Wizard :)Martina Miskovic

I too face this at the beginning, make sure your AD is up and running (if it's on another machine), after the reboot, just leave the server for a while, I noticed that time taken for Services is much longer than previous versions, I too re-installed my box quitter few times, thinking that installation did not went well, but I was wrong, just after couple of reboots and leaving the server for while until all the exchange services comes up, Padman De Silva

You have to have a server with both CAS and MB server roles installed in your forest. They dont have to be the same box, but at least 1 box with one of those roles installed is required or none of the web functionality works. This is not documented, but I have seen it to be the case. Exchange Powershell wont work either.

We may have updated this recently, but yes, you need at least 1 CAS and 1 MBX in your environment. http://technet.microsoft.com/en-us/library/bb124778(v=exchg.150).aspx "Each organization requires at a minimum one Client Access server and one Mailbox server in the Active Directory forest." I have seen that without both roles, you won't be able to get to the EAC.
