I am using Windows 10, Build 10240 and Edge 20.1020.16384.0 with OWA version 14.3.210.2.

The uploading tool does not open the screen where the user selects the file(s) to attach to a new or existing message.

Incidentally, the uploading tool works well in the Light Version of OWA.

Did you get any error when failed to attach the file?

In addition, if you try to change another brower, is there the same issue?

You can also try to change another PC and check if there is the same issue.

Base on my experienceit seems like a client issue more than exchange issue, please try the above suggestions and post the result.

I am experiencing the same problem since upgrading to Windows 10. I have tried Edge and Chrome. As the initial post described, OWA light allows for attachments.  Please correct this problem as I don't want to have to use light every time for OWA.
