OUTLOOK 2010 - Not Being Prompted To Select A Profile When Outlook Opens

Windows 7, Outlook 2010 pc.  I have reset this several times, changed default profiles and such. Outlook always starts the profile that was there first despite the fact that there are two distinct profiles and the dialog is telling me that Outlook should be prompting. Emptied the auto-complete list. Closed and reopened Outlook.  Created new Outlook profile. Logged off and restarted pc several times.

Based on my research, this issue may happen if we have Outlook shutdown issues.

Outlook shutdown issues may be caused by problematic add-ins or programs integration. If you have any third-party add-in installed, please go to File > Options > Add-ins, disable suspicious add-in and then test the issue again. In addition, if you have virus scanner, Anti-spam filters, Synchronization software or such programs that may integrate with Outlook installed, you have to disable the integration in the program itself. I'd recommend you check the documentation of that program on how to disable it.
