OAB Downloads fail with 0x80190194

I read about this problem a lot, but did not find any correct answer. I hope somebody can help.

Exchange 2013 CU7 (migrated from Exchange 2007, but for now only the Exchange 2013 is available)

1. When I try to download OAB from Outlook 2007 or 2013, I get 0x80190194 error, but not for all computers and not for all users. One of our domain admin can download the OAB, but I can not (i have the same privilegies). Some of our users can download OAB, some other users who has the same rights, can not. We tried all the users on many machines and who could download it, can download from anywhere.

2. I try to open from O2007 or O2013 address book\All Rooms I get alert message because of "bookmark is not valid".

3. If I try to update All Rooms from ECP or run in EMS the  Get-GlobalAddressList | Update-GlobalAddressList command I get this:

Active Directory operation failed on dc1.domain.local. This error is not retriable. Additional information: Insufficient access rights to perform the operation.
Active directory response: 00002098: SecErr: DSID-03150E49, problem 4003 (INSUFF_ACCESS_RIGHTS), data 0

+ PSComputerName        : exchange.domain.local

I think these correlate with a main issue, but i don't know where and how can I manage it. Can anybody help me?

Hi,

Please confrim whether the GAL can work fine in Outlook Online mode and OWA. If the GAL can work fine in Outlook, we can narrow down the issue to OAB generation and download.

Please check your OAB configuration in Exchange 2013:

Get-OabVirtualDirectory | FL Identity,name,*URL*,*auth*

Get-OfflineAddressBook | fl Identity,Name,Server,IsDefault,virtualdirectories,*Distribution*

Please restart the Mailbox Assistant service in server side and check if all users can download the new OAB. On outlook side, please try to create a outlook profile to test.

If i use OWA to open All Contacts or All Rooms, or something else it works without any warning. When i open the GAL it works fine as well in Outlook when cached mode is on or off, so i can find the rooms for example. But when i use the All Rooms address list, it does not work. Some of our users in the company can download the OAB, but if they login to another computer and create their profile (autodiscover), they can not download it.

The output of your get-commands:

[PS] C:\Windows\system32>Get-OabVirtualDirectory | fl identity,name,*URL*,*atuh*

Identity    : EXCHANGE\OAB (Default Web Site)
Name        : OAB (Default Web Site)
InternalUrl : https://exchange.domain.local/OAB
ExternalUrl : https://exchange. domain.local /OAB

[PS] C:\Windows\system32>Get-OfflineAddressBook | fl identity,name,server,isDefault,virtualdirectories,*Distribution*

Identity                         : \Default Offline Address Book (Ex2013)
Name                             : Default Offline Address Book (Ex2013)
Server                           :
IsDefault                        : True
VirtualDirectories               : {EXCHANGE\OAB (Exchange Back End)}
PublicFolderDistributionEnabled  : False

A part of the problem (1. & 3) is solved for now...

1. solution for 0x80190194 error

I've created a new OAB and made it default for all my databases. After this I could download the OAB on O2007,O2013, so I deleted the 2 old OABs.

3. solution for Update Address Lists

I checked the inheritance of the permissions, disabled and reenabled it, but it did not worked. I have to give the Exchange Trusted Subsystem group with full controll to each Address List in the ADSI. The inheritance did not worked so it can be a problem, but after i gave the permission, i could update the Address Lists (All Rooms, All Contacts, etc).

Now the opening of the All Rooms Address List in Outlook 2007 or 2013 is warn me, that the "bookmark is not valid". I've checked the Get-AddressList | fl output what writes a strange thing.

The ExchangeVersion is 0.1 (8.0.535.0)

I've deleted the All Distribution Lists and recreated but the ExchangeVersion did not changed, but to update this Address List i had to give the full controll permission to the All Distribution List container in ADSI Edit again.

Hi,

I have noticed you can use OWA to open All Contacts or All Rooms, it indicated GAL was configured properly on your exchange server.

It had something wrong with your outlook.

Please upgrade your outlook to the latest version .

And try to create a new mailbox user test and configure the account on the all new computer and system.

About the error code, I found the following article for your reference:

After i regenerated the All Rooms AL, and gave the Exchange Trusted Subsystem group with full controll permission to the All Rooms object, it worked in all of our Outlook well.
It was needed to gave Open Address List permisson to Authenticated Users group for the Address List container.

Inheritance was enabled but i disabled and re-enabled it, if it works, but the inheritance does not work. This is the next task to discover why...
