Is there a way to create non dynamic distribution groups? My company is migrating to exchange 07 from lotus notes and we have people in several different lists in lotus notes and not always by department. I need a way to put people in groups thatdoesn't use active directory for distribution. Help!!!

Not sure I completely understand the question. You can create static disto groups in AD. You can not however have Exchange groups that are not in AD, unless they are personal groups.
