No System Mailboxes?

We are in 2007-2013 co-existence.  There don't seem to be any organizational mailboxes in the 2013 environment.  Get-mailbox -Arbitration returns nothing on either of the two servers in the DAG.  I found this via troubleshooting why the OAB isn't updating for migrated clients.

Any ideas on how to resolve this or why they don't seem to be there?  I also tried migrating system mailboxes from the 2007 environment but the five of them failed saying they already existed in the database, which was odd.

Actually found the answer.  The search needs to be expanded to include the entire forest:

first run

Set-ADServerSettings -ViewEntireForest:$true

then run

get-mailboxdatabase | Get-Mailbox -Arbitration |ft name,database,servername
