I believe you are running dcpromo command on an existingdomain controller. When you run dcpromo on a non-DC server, it will provide you the option to promote the serverto create a new domainor promote it as DC for an existing domain. Ifyou run dcpromo on an existing domain controller, you will get the option to remove Active Directory from the server. Each AD domain willneed to havetheir own domain controller. If you want to create a new domain, you will need to run dcpromo on a Windows server which is not a domain controller of an existingdomain.

The answer is run dcpromo on a windows server which is not an existing domain controller, thenselect appropriate option from the wizard. You should see following screen on the wizard, select "Domain Controller for a new domain": http://farm1.static.flickr.com/214/497847573_474a45ed46.jpg?v=0 You will then have the option to either create a new domain or new forest: http://farm1.static.flickr.com/220/497847577_2b70e091c9.jpg?v=0 Click on the link for print screen.
