I'd question whether there's any point doing it any other way because users will always be able to undo anything you do, at least until the policy kicks in again. What is management hoping to achieve here? Perhaps if you explain what their thinking is we might have something more suitable for you - and maybe something that the users aren't going to work around in five seconds flat.
