Hi Karthick,
The server timeouts basically tell Outlook when to consider a connection as lost when no server responds has been received after a configured amount of time. When you are on a slow or unreliable connection or a connection with a high latency, and the server timeouts value is too low, unexpected Outlook issues can happen (such as sending duplicate messages, not receiving new mail, etc). In this case, we need to increase the server timeouts.
Please try changing to a faster or a reliable connection to verify if this issue continues.
