My Outlook 2013 will receive emails BUT will not send emails

Let's try to isolate your issue. Does it work on another workstations if you create your profile? Are you able to send emails using outlook web access? If it is your local problem try OffCAT http://www.microsoft.com/en-us/download/details.aspx?id=36852

Did you get any error message while sending/receiving?

Are you using Outlook on Windows 10? If so, please try the following steps to see the result:

1. Close all apps.

2. Search for <cmd>

3. Right click and select "Run as Administrator"

4. In the command prompt window type in
         sfc /scannow       

5. Let it run to completion
