Moving from 3 inboxes for a user to 1 inbox
A user has 3 inboxes with 1 .pst file and 2 .ost files.  How do we combine into the 1 .pst file so as to have only 1 inbox?  The problem may be that the .pst file is associated with a POP account and the each of the .ost files are associated with IMAP

Hi,

As you are using .ost files for IMAP Accounts, I think you are using Outlook 2013.

Please note that the delivery folders for IMAP accounts cant be changed. A workaround is to setup a rule for each IMAP account to forward the email to the POP3 account, which has been mentioned in the link provided by Eugene Astafiev.
