We want to apply three Transport rule for disclaimer on HUB server, before that we would like to test the impact of applying Disclaimer on HUB server.
Could you please suggest the counter based on which we can monitor the performance.

Based on my research, no such counter for disclaimer directly. You may enabout the Extensibility Agent Counters I think.
